Jason Kelly: Civil Mediator and Arbitrator

In addition to full-service mediation and arbitration, Jason Kelly offers a structured, economical package of mediation services.

Civil Mediations and Arbitrations
Jason was a judge pro tem for the Maricopa County Superior Court from 2015 to 2024. In addition to conducting settlement conferences, he has conducted short trials, and covered Commissioners’ calendars. In 2022 and 2023, he also worked on the Maricopa County Superior Court Civil Pro Tempore Settlement Conference Innovation Workgroup.

In 2017, Jason began offering “Affordable Mediation” services as a lower-cost alternative to mediations. Two years later, he began offering services as a private arbitrator and has served as a single arbitrator and on three-arbitrator panels.
Jason now offers full-service mediation and arbitration for all civil disputes, including:
  • personal injury
  • wrongful death
  • professional negligence
  • construction disputes
  • contract and real estate claims
  • partnership/corporate disputes
  • general commercial litigation

For lower-value tort claims that could benefit from an experienced litigator and mediator, Jason also offers a fixed-fee process that appeals to both plaintiff attorneys and insurance carriers.
Jason Kelly's "Affordable Mediations" Program
For a fixed fee of $1,500, Jason Kelly provides the following affordable package:
  • A half-day mediation session (8:30 to 12:00 or 1:30 to 5:00)
  • Memoranda review and all necessary mediation preparation (mediation memoranda limited to 10 pages, not counting exhibits)
  • Rule 80(a) settlement agreement
These parameters promote reasonable expectations and an affordable mediation process from a highly capable mediator.
Litigation Experience
Jason Kelly began litigating felony jury trials while he was in law school. Upon his admission to the State Bar of Arizona in 2000, he joined a medium-sized law firm that became Schneider & Onofry, P.C.

For the first ten years, he worked nearly exclusively on insurance defense matters, including personal injury, medical malpractice, wrongful death, and construction defect litigation. His practice evolved to include general commercial work, administrative law, and plaintiff’s personal injury work.

In 2017, Jason launched what is now Kelly & Lyons PLLC, focusing his practice nearly exclusively on representing plaintiffs in personal injury, wrongful death, civil rights, and insurance bad faith claims.
